In the video he says "starting soon all users who sign up on or use seeking. " And when I read "rolled out in phases I take it to mean phase 1 new users.
Future phases existing users. Do what you want but don't be surprised when your subscription auto renews one month and the next day you can't use it until you do the validation.
On the other hand it's not like they are asking for an I'd yet but it's still a no for me. Who knows when they will get hacked, indicted, or just decide to update terms of use and sell your info.

This isn't going to stop scamming, just curb the form of the pro crypto/cashapp scammer crowd in Nigeria / India.
