I think comparing most US cities to foreign ones will be bad.
Baltimore has a pretty robust scene from what I have seen, at least along the east coast. Not necessarily the best in any one facet, but choices from the street, AMPs, a condos, BP and CL are somewhat plentiful. And you can't forget the block, one of the more unique scenes anywhere in the country. Wide variety to choose from in all these aspects, even some high end stuff if you include the DC area.
