I also have a friend that was doing fence maintenance at a vacation property. He had bolt cutters in his stash of tools. He got pulled over and had a small amount of recreational illegality. My work cell and my personal cell.

As was mentioned, the possession of criminal tools law is very subjective. The Ohio code 2923.24 reads:

"[I]No person shall possess or have under the person's control any substance, device, instrument, or article, with purpose to use it criminally[/I]".

It is a misdemeanor (M1) charge unless the tool is used in the commission of a felony, then it is an felony (F5) charge.

Thought this might provide some clarification.
