Criminal or 'Suspect' Items.
According to a friend of mine, if you are caught with 2 cell phones in your possession, you can be charged with possession of criminal tools. I also have a friend that was doing fence maintenance at a vacation property. He had bolt cutters in his stash of tools. He got pulled over and had a small amount of recreational illegality. He got a possession of criminal tools!
It can also can be any amount of cash you carry that an 'Officer' seems suspicious, even your vehicle! Very subjective!
Possession of criminal tools charge
As was mentioned, the possession of criminal tools law is very subjective. The Ohio code 2923.24 reads:
"No person shall possess or have under the person's control any substance, device, instrument, or article, with purpose to use it criminally".
It is a misdemeanor (M1) charge unless the tool is used in the commission of a felony, then it is an felony (F5) charge.
Thought this might provide some clarification.
