The intent of all of them us to capture content and use it to direct you to another site. If you google any of these numbers you find in ads you'll get a selection of the sites that do this.
I don't want to bore you with the technology behind these sites so let me just explain at a high level. If I have a site and I want to quickly generate content I can point any number of open source or proprietary Web crawler tools at other sites. These tools will capture text, html, images, etc and import them into my site where I can reformat them, add text and modify the message.
So, in the case of the site you mentioned, it is grabbing from backpage as well as other sites. It crawls some other sites for mugshots and randomly couples those with images from the backpage ads. Then it makes it appear as if someone was busted and provides links to a "safer" place to find providers.
