Me, I've done both -- negotiated at my seat at the table, and also negotiated in the VIP if the dancer didn't offer the chance to talk numbers before heading there. But in either case, what has worked for me is "This is what I plan to spend for these named activities", and that usually works. I'm usually offering $ . 2 to $ . 4, and most were happy to accept that. Some have told me, once in the back, that they get $$ or $$ I say sorry, for that much, I expect an hour in a hotel room on a king-sized bed. And that usually ends the negotiation in the VIP, with the only the price of one song due.
Full disclosure, I haven't been to an SC in months since I found a provider just as good or better than what I usually get in a SC; plus in her room, unrushed, and no drinks or parking fees or cover charges or loud racket.
