However, law enforcement will often use benign infractions to initiate contact when they see a suspicious person / vehicle. It could be that she was known to LEO for former activities (drugs, prostitution, etc) and when they observed the jaywalking (crossing at other than crosswalk), it gave them the opportunity to legally approach and interact with her (leading to the drug paraphernalia charge). It could be they saw something suspicious in her activities (waving or giving a sign to passing cars, just got out of the passenger side of a car that drove off, chatting with someone in a car through an open window) and then contacted her when she crossed the street illegally.
If you are the type of individual that likes SWs, it is important to keep your vehicle legal (plates, registration, window tint, etc) and in good working condition (all lights function, muffler, etc).
