I found the actual bill itself. It's pretty comprehensive. It goes way beyond "decriminalization" and actually legalizes most aspects of the hobby. The head-scratching language in the escort section would indicate that an actual contract using real names is required.

I want to pay my money, transact my business, hopefully give her some pleasure as well, and then move on. Giving real names provides an opportunity for blackmail and perhaps legal ammunition for spouses suing for divorce. That could also cause major problems for those who work in jobs that require some level of security clearance, especially if the hobby remains outlawed in the DC area. I'll admit I've never visited Nevada or any of their legal brothels, so I'm not sure what their requirements are for disclosing names when visiting or whether confidentiality is enforced. Legal providers like Alice Little don't use their real names when they advertise; why should customers have to do so?
Ultimately, I'd like to see judges strike down laws criminalizing sex acts between consenting adults simply because money is exchanged. After all, it's legal if I have sex with a date or girlfriend, even a stranger I meet in a bar or nightclub. Why should it be anyone else's business if I pay $100 or more for the privilege?

So, with respect to the Overton Window, and using cannabis as an example, it often takes years for something to evolve from serious discussion to actual policy implementation. Oregon got the ball rolling in 1973, with other states following years later. Also, while I didn't have time to do a deep research dive, it stands to reason that if Oregon decriminalized in 1973, the discussions about the pros and cons must have been going on beforehand for quite some time.

Here's hoping that one day there will be an article like this about prostitution decriminalization and legalization.
Maryland Sucks on So many levels

Prior to the crackdown there were plenty of American, Asian, and Eastern European MP's as well as various independent providers. Nowadays there's the aging Ukrainian Luba, aka Marianna, with a limited service menu, a couple of other places where one might occasionally get a HJ, and not much else. You're better off hobbying in Northern Virginia for now.
