I've seen the best of times where it resemble an outdoor supermarket and I've seen tumbleweeds blowing down the center of Broadway.
There is no rhyme or reason for it. My own theory is that these are drug addicts so their lives are impacted by prison stays, welfare checks, and rehab appts, in other words, complete chaos. But I will agree with you, when it gets bad, it is real bad. Too bad the opposite isn't true, when it's good, its not all that good. K Ave across the BF Bridge has triple the choices but you have got to be willing to take the ride.
