For the newbie, I recomend Hotel Nelson for a base camp. It is right at the arch so it is easy to find and close to zona. The zona can get crazy at times so it is nice to have a place to retreat to for rest and bathroom. Its an older building but your a half block from zona roja. Its safe and has a nice view from the third floor.
As stated before, go with the flow there and check all things out before making decisions. Lots of chicas and entertainment to be seen.
I don't think you really want to spend the night at adelita's room, regardless of whether its 12 or 35.
You may be better off (depending on when in the week) , just booking a room earlier at ticuan or caesars.

I was in San Diego for work and planned on going to Tijuana to partake in the activities. Did my research on this site and others. Had a great experience down there.
Getting there: I drove down from San Diego and parked in one of the lots across the street from the pedestrian bridge. Parking was $5 for 10 hours. Good deal. You can also take the SD Trolley which drops off at the border, but the trolley stops around 1 am so if you plan on staying in Tijuana any later, the trolley may not be an option. Once parked, you'll have to walk the pedestrian bridge over to Tijuana. The bridge is pretty long, but everything is well lit and safe. Once in Tijuana, I jumped in one of the yellow cabs. The yellow cabs do not have meters and I have read various reports that the charge to Hong Kong can be between $5-$10. The yellow cab driver will tell you that there is nowhere to pull over in front of Hong Kong and instead will drop you off in front of Adelita bar. That's fine. Just walk two doors down to Hong Kong. I never asked the driver for the price of the cab ride. Instead I just handed him $5 and got out. Never had a problem.
Safety: I never felt unsafe at the border crossing or at the clubs. The only time I was a little concerned was during the cab ride. The ride to Zona Norte at night goes through some pretty shady areas. There were a couple of points where we passed by some shops with groups of shady looking men hanging out in front. Kept worrying that the cabbie would just pull over in one of these shady areas. But he didn't. Once in the Zona Norte I felt very safe. It is well lit and has kind of a Downtown Vegas / Fremont Street feel to it.
The Club: Walked into the Hong Kong club and I was in heaven. The club decor is very high class. More importantly, there were beautiful ladies everywhere. There is a main stage in the center of the club. Another stage in the back of the club and one more stage upstairs. The stage dancers do your typical strip club show. Then there are girls dancing on the bar and on mini stages. Then there are girls hanging out in different areas of the club, just waiting to be picked up. There was a shaving cream show when two girls covered in cream made out and licked eachother's pussies on stage. Went to Tijuana on the 12th (Sunday) and things were back to normal. However I heard that recently there have been long lines to return to the US, like 3 hours. Don't know what's up with that but it's reported on the International forum. Here is the main report I posted there:
Didn't see any lingering sign of the raid from Friday night, everything normal. Walked around the club at 8:30pm, about 20-30 girls were there. Itinerary. If you just want to fuck for money using the minimal time possible with no other hassles (MFM. Minimal Fuck for Money) , this is a bare bones step by step guide for beginners!
1) Drive towards the border on freeway 5 and exit the last exit (exit 1A). Pay attention to the freeway signs as you near the 3 mile mark where it lists all the exits. Take the last one, which will be labeled as "last exit USA". BTW, exit 1B is the second to last exit, so don't worry about passing it. Use google maps if you're not good with exits.
2) After you exit the freeway, choose a parking lot. I prefer going straight at the intersection, and making a right into the parking lot there. It's $10 which is more than other places, but the closest lot possible (I. E. Least walking distance). There are other lots of course as low as $4 you can walk from or take a shuttle. Take your ticket as you enter and leave it in your car when you park. Personally, I'd recommend getting to the border around 8pm if you're not sure. I also recommend only taking what you need, and if it's an MFM you're looking for then just take your Passport / driver's license, cash, car keys, and maybe even a cell phone (if you must). Just my opinion but I strongly recommend you don't take ATM or Credit Cards, any other form of I'd (business cards, etc.) , valuables, anything possibly considered a weapon, etc.
3) Walk to the sidewalk and head towards the border turnstile. Follow everyone else and you'll see. After the turnstile you'll be in the "neutral zone", and eventually walk through a second set of turnstiles. Keep going straight and you'll soon be at the taxi area which is full of taxis and guys dressed in black asking if you need a taxi. Say yes or si.
4) Tell them which bar you want to go to. I suggest Adelitas Bar as your first stop by default, both because it's good and because they're unlikely to mishear you say it. The fare is typically $5, sometimes $6. Most of this pays for the gasoline. You can sit in the back of the cab like most tourists, or sit in the front like most locals. Doesn't make a difference.
5) The red light zone is going to be a few blocks from the giant arch, but the taxi has to take an indirect route to get there both because of the streety layout and to avoid traffic. It'll be just under 5 minutes without traffic. You'll know you're getting close as you see lots of large neon signs and people milling. If by any chance you see a swarm of cops / federal agents herding people so they can be searched and checked, it's a raid and you're out of luck. Go back to America or anywhere else in Tijuana.
6) If you chose Adelitas, there will be a huge sign saying "Adelitas". Walk straight through the curtained door.
7) Circle the club inside and every time you see a girl you like make a mental note of where they are and keep count. When you make a full circle, there are three possible numbers in your head. If Zero, go to another club like Hong Kong. If One, pick that girl. If More than One, pick one girl for now with the other girls as backup.
8) Don't be afraid, walk up to the girl you choose and say Hello, or hola. Doesn't matter which. She might speak a lot of English, or zero English. Doesn't matter which. Spend 0 to 5 minutes chatting with her, but no more than that or you're likely to be asked to buy yourself a beer and buy her a drink by the waiters at Adelitas. Of course, some people do prefer this but this is an MFM guide. Instead, ask her if she's available to go upstairs with you and she will obviously say yes. If it's your first time with this girl, you might want to confirm the price she charges at this point. Most girls charge $60 or less, but certainly some nice girls charge more like $70 or $80.
9) Follow her out the front door and go next door to the hotel on the left. Go upstairs, pay the nice guy $12. She'll get her purse from that guy, and you guys go to your room to fuck.
10) Pay her and get your clothes off. If you're a virgin, look up a guide on how to fuck. If not, then fuck. You'll generally get a blow job and sex in any position you prefer, but of course some girls are better than others.

13) You'll exit standing next to the freeway, on the Mexican side of the border. Walk paralell to the freeway along the narrow corridor to the immigration checkpoint, about 3 minutes away. I suggest you don't stop for any reason no matter how much some stranger may ask you for money or offer you something. Who cares if some lady opened the door to your taxi for you (which happened today's trip and a previous one) , don't give her money just politely ignore her. Sadly, I also have to mention a small warning that occasionally there have been police shakedowns right at this location very late at night (ex. Past midnight). But just walk calmly and directly to the border station and you'll be fine, especially it's still before midnight with the mass migratio going on.
14) At the immigration check, wait in line until it's your turn. Present your passport or driver's license. They might ask you a simple question, so give them a simple and correct answer and you should be fine to pass. Example quetions are: What are you bringing? (today's question) What's your name? (if they ask a second time, give the same answer) What did you do in Tijuana? (answer: visited the bars) Don't joke, don't be disrespectful, don't make this take any longer than it has to because this is an MFM guide!
15) Find the parking lot you parked at. The one I mentioned is going to be across the freeway, which you can use the pedestrian bridge or walk the long way around to get to. The sign for the bridge says "to Mexico" but that doesn't mean you must go to Mexico if you use it. Either way, the freeway is your best reference if you get disoriented for any reason.
16) Get back on the 5 freeway, being careful not to go 5 South (the wrong way) and cross into Mexico. There's a warning sign for that particular route.
Total cost for the above trip is going to end up about $90-$100, depending on the options you chose.

It has been since the early 60's since I've been down to Tijuana. And back then I went down there A LOT! . I doubt if I would recognize it now, so I'd like to ask a couple of questions since I want to take a trip down when I'm in San Diego this coming summer.
Tijuana was a wide open boardertown back when I would go down there. I used to drive across, but now it's such a pain in the behind due to the wait at the border. I walk across now. Hong kong, Adelitas and Chicago club seem to be the busiest in my opinion.

Grab a parking lot around there (I like to park behind the Jack in the Box $5 for 8 hours). Walk across the boarder. If you go straight for about 100 yards after the 2nd (last turnstile) a hoard of taxi drivers will be asking you if you need a taxi. Pick one and ask for Adelitas. Once you get dropped off, your main choices are Adelitas, and Hong Kong. Hong Kong is flashy and glamorous and has a rep for hotter girls. Adelitas is more personal. Chicago is still there, but every time I go in I get the feeling that it's kinda dead, even on peak hours on Fri / Sat nights.
There's other clubs like Las Chevellas which caters to very local clientele. Also Tropical and Mermaids, but haven't seen much action there personal. Still worth a quick tour. A couple more that I can't think of the name, but also worth a quick tour. I was in one club kitty-corner from Adelitas, and I thought some of the girls were quality.

3) If your on an absolute time critical mission:
San Diego. Boarder: 45 mins.
Parking lot. Taxis: 15 mins.
Taxi ride: 10 mins.

Hong Kong set the bar extremely high a few years ago and Adelita lost it's former supremacy and is just trying to keep up. It isn't my preference. I preferred the old border town red light Mexican flavor. This was inevitable after the internet opened up the pleasures of the zona norte to gringos in the late 90's. Previously the gringos mostly stuck to the Revolucion district. So the makeover is all to capture the gringo dollar and to a degree to make these fun places for hot chicas to migrate to from the south and be comfortable working in. In many ways Tijuana is better now than ever, but it has lost the old exotic flavors. However, aside from these 3 bars, there are plenty of vintage down and dirty joints left throughout the zona norte. But I envy guys like Dirty Old Guy who prowled Tijuana before the gringos came en masse, and before the PAN party controlled the municipal government more often than not. The old ruling PRI party was anything goes and the conservative PAN has been unfriendly to the so-called zones of tolerance. Right now PRI is back in power in Tijuana which resulted in the bars going back to all night fiestas after the PAN had imposed shutdowns by 3AM which meant the bars were getting cleared out and chairs being put on tables by 2:30. But Tijuana as a 24 hour town is back.
When I discovered Chicago it was dominated by "whales" from asia and asian american customers. Caucasian gringos started coming in but always very few Mexicanos. The music was disco, rock, and latino pop, but never the latino dance music featured in the other bars (cumbia, salsa, ranchero, merengue). The "Your tip is my salary" sign in the men's room was in 5 languages. The first three Asiatic languages, then spanish, then english! I don't want to say the chicas were exactly trained, but the clear culture of the club was to appeal to the asian clientele which meant the girls were not supposed to be openly aggressive or pinch your ass or grab your package as you walked by as the Adelita girls would. In fact, they were pretty much beautiful emotionless stoic mannequins. Newbie gringos were actually intimidated as many were in a regular singles bar meet market. In the meantime, Chicago withered and passed into an ongoing coma.
I didn't mention Tropical. It has long been one of my favorite places where I consistently get the best service from adorable young 19 year olds fresh off the bus from Sinaloa, but physically it is still a locals oriented dump which most gringo traffic moves away from after a quick look.
