I am not from the area but I think Darby and Colwyn are on the southwest side.
Not sure if there is good hunting in those areas but since these two deppartments hate each other and since most of the surrounding departments dislike the Darby force it might be a convenient place to "escape over the border" if the law is on your tail.

Here's a handy bit of general information.
A couple of days ago, the NY Times ran an article about how the NYPD is using a lot of traffic cameras with imaging technology and they can read license plates of cars. NYPD have been using the cameras (some in fixed locations and others mounted on squad cars) to randomly check out cars and locate specific cars involved in crimes or to find stolen or unregistered vehicles. They can also be used to maintain a database of which cars were where and when. The article says Philly is starting to use these too. The technology (subject to improvements naturally) bought here works something like this. The camera can read a plate and run it against a database in an on board computer. The DB contains a list of vehicles whose taxes aren't paid, whose owners have warrants, etc. It then gives the officer an alert in their car.
Other locations (Baltimore and Newark jump to mind) have cameras placed on poles in high crime areas. These are fed to a monitoring center and can lead to an officer being dispatched if something happens.
As the article shows, the mobile cameras are pretty obvious. I've got a really poor picture of one of our local LE with two mounted (one on each side).
So far, the little traffic cams aren't used for crime control, but I'm sure as technology improves, they will be.
The police use these to quickly check license plates to catch real criminals. If you aren't in the data base and they aren't looking for you then, they are not interested in you. At least not in a city like Philadelphia. Every cop out there recognises the mongers at a glance. Don't think they don't. If you ever worked with the public, you know what I mean. They just don't care. Unless you get caught in a sting and stings only happen because of political pressure, not because of the law.

None being used to try and stop potential crimes.
There are some systems that have facial recognition software that alert a center if a face appears to match a known criminal and officers can be dispatched. The mobile systems as both you and I said only are searching for known criminals. Fixed systems can be used a bit more actively, but only to react to a situation.

They just read license plates, and alert the cop if theres a want / warrant tied to the plate. No sort of tracking aspects to it, just faster than the cop manually punching the info into his MDT.

Just came back today from the K, I was all set up for a date with a girl with working digits and everything looked right, BUT after a few texts back and fort she was a no show. , in all I wasted one hour waiting , more than enough time to drive around and find a suitable companion based on the " one dead cat " rule (seen a couple nice ones on my way there) but I stuck to my pre-arranged date and got burned!
