Cruise the casino bars especially Golden Nugget (next to High Limit). The later it gets the more frequent you will encounter ladies. Or maybe it's because the crowd thins out and they stand out more. Also look for ones sitting at slot machines looking at their phones and not really gambling near traffic corridors where they can catch your eye or try to get your attention.
