Yes, as long as hot pursuit theory applies they are allow to do so, but certainly it discourages them. Within city of Dayton, nowhere is safe for sure, no matter how far from the pick up point.

The right of free assembly. It is not illegal for a women to get into your car and go for a ride. There is no law that says you have to know each other or have a reason for being together, either. So long as she isn't giving you head or a hand job while you're driving, or when the cop runs your plate (which he will do, trust me) you don't have any warrants out for your arrest, you aren't going to get pulled over. They'll harrass you a bit by following you, so I agree with Goodson and MW that driving around for a bit is a good idea.
I never, ever do car dates. That has to be the riskiest thing you can do, IMHO. I take my dates back to my hotel room. Private, discreet and low-key. What goes on in there is nobody's business, and cops would have to get a warrant to enter the room, which they aren't going to be able to do. I don't think they could enter the room without a warrant even if the desk clerk called them suspecting illegal activity. I suppose they could knock on the door, but you could politely tell them that absent a warrant to piss-off.

I was given a seatbelt ticket, and the reason I was pulled over was that the license plate bracket that was put on at the dealer, partially covered the word Ohio on my license plate. He decided to give me a warning for that, but dinged me with the seatbelt ticket anyway. To make a long story short, I beat the ticket because the judge said he did not have reasonable cause to pull me over, and therefore could not have given a seatbelt ticket. The important thing is that they can find any reason to pull you over and harass you, and this is the chance we take every time we pick up a young lady, even though that in itself is not illegal.
I personally stop to offer some young lady a ride occasionally, because I am a caring soul. She looked like she needed a ride, and she was pretty, so I stopped. What red blooded American would not come to the aid of a damsel in need? Certainly not I, but I do make it a point to ASK any new faces if they need a ride as they are approaching the car, that way if the are LEO I was just offering a ride.
I also immediately drive away without talking to the girl about anything other than her name and the weather. If they can't wait to talk, I tell them to hold on for 1 sec while I check traffic. This gives me a block or so of distance between me and the pick point, and I can see if an impending traffic stop approaches. The ratioanale behind this is that I think any LEO posing as a SW would not get in the car and let me drive off with her, too far from support etc.
At this point the questions start,"are you po-po?" etc. I then ask her to prove it, exposing herself quickly, touching, etc. All the time, I am driving a route where I can observe whether I am being followed, and I pay close attention.
At this point we are fairly sure about each other, and we have arrived at my destination. I have the good fortune to have several destinations available to me, and I do switch up. I never ever pay up front, and I keep any and all valuables out of reach. The transaction occurs, and I feel like a new man. (not sure what they feel like) The last piece of the puzzle is that I always go over our story of what to say if LEO somehow followed us and is waiting outside. Tell them the story you are going with, and if they start asking about the girl or illegal activities, or too many details, just say that you don't want to answer any more questions without an attorney, because this feels like harassment. This is not the Brittnay that "lives" on 3rd or at least did. I actually dated the younger one when she lived off Radio and was 20yo. She didn't walk much back then. Even though they attracted about 60-70 more new vacationers checked-in after my Tuesday morning study, the occupancy rate has dropped significantly to 90% now.

While waiting for a call from someone I decided to cruise the regular routes. I was not intereted in anything as I was in my convertible and that for sure would be something leo would look at. On North Main one lady was standing out and as I pulled out from a sided street to turn south on Main she approached me and and asked if I was looking for some fun. I replyed do you need a ride she asked twice more and I said no thank you. While waiting for traffic I looked over in the parking lot and there was a black Bronco or such with a man in it and he was looking right at me."possbily leo" I then cruised the east side and not much was out. What I did see was not something that would have interested me. Lucky my phone rang and my appointment was on.

On M I saw some promising new faces. A standout was a young, great looking BSW with yellow tank and gorgeous legs. I don't think I saw her before anywhere.

While I do not partake in the SW scene, I was traveling around town today with the nice weather and noticed an abundance of SW all over. Made a trip to downtown noticed several on 3. There was a cute red head that really was nice looking for the area. May have been TGTBT. Then there were the typical of the area, dirty, BBW with few teeth. On the hill was a gal that looked maybe 16 that waved and almost flashed me. Then I noticed her handler across the street. When I looked in the mirror the red head was being picked up and the youngen was climbing in a car. Then I noticed on a side street Uncle LEO in civies loading a guy in a car. Must have been a lot of UC in the area. Happy hunting for those that partake in this activity.
Had a chance to make a couple passes around the Loop yesterday, lots of activity with the nice weather and all. Around noonish on 3 lots of SWs but did not see one over a 4 so I passed and went across L over to X and leo was all over, marked and umarked, so I made my way across town away from that! A few SW on M, no standouts but not all that familiar with that Loop. So back over to 3 and the next time out was a little later and much better quality out on the street. 1 little blonde with jeans and white tshirt really stoood out. Hadn't seen her before but I haven't been out to much. To bad I had an appt. And couldn't make a second pass, lots of activity at the see-store as I went by going up the hill on 3. SWs are not quitting to make money from their favorite profession, just not walking anymore. But most of them don't have enough resource to sustain UTR status.
Meanwhile drug problem is worse in years in this city. Depressed SWs / forced UTRs buy drug anyway. They are desperate. The corner room of the know motel is hottest place in town. While I have to wait in my car as my date need to recover her favorite hat she left at the room, wow how many best in the business ladies go in and out through the door! This is where they are hiding! Gosh.
Because of the enigma of forced UTRs supply pressure, past clients get calls and text like crazy. Good thing they don't have enough money to keep their minutes, the call or text soon stop. It is unusual hour for me to go the east loop in late Sunday afternoon. LE cruisers were everywhere. It's the heaviest as far as I remember. Because they go side road a lot, I assume they are hunting down somebody not relate to our hobby. Nonetheless, LE were everywhere, no girls were out there.
On M, there were a few better prospects including my own Crystal. Haha, she looks good today. I passed on though. This side of town, LE presence was normal.
