When I went I sat at the bar and watched. And yes there was alcohol. There was a DJ spinning. Decent sized dance floor. They had some booths on your way to the bathroom. There were televisions at the 3 bars.

It's not the same club, because red cafe is next to nirvana on young street, while ora ora is next to 'formerly known as' smile spa(I just don't remember the new name) on ilaniwai street. As for if it is same owner, I don't know, as I haven't been to ora ora yet and haven't gone to red cafe in many months.

There is alcohol and food. Not sure if they have a liquor license, so maybe that's why it's private. It gets kinda crowded on the weekends with a younger crowd.

Ora Ora has four or five bars inside, and each one is owned seperately, like blackjack/boda/mystic. I don't know all the owners but I think most or all are viet. I think its only a matter of time before da koreans start there own private club.

A private club still needs a Class 6 license from LC to sell alcohol to its members. Think about it, if you could avoid LC by creating a private club, all of the SBs, VBs and KBs would be private clubs.

From HRS 281-31:

(g) Class 6. Club license. A club license shall be general only (but excluding alcohol) and shall authorize the licensee to sell liquor to members of the club and to guests of the club enjoying the privileges of membership, for consumption only on the premises kept and operated by the club; provided that the license shall also authorize any club member to keep in the member's private locker on the premises a reasonable quantity of liquor, if owned by the member, for the member's own personal use and not to be sold and that may be consumed only on the premises. A club licensee shall be authorized to host charitable functions that are open to the general public only pursuant to commission rules.

The categories of establishment shall be as follows:

(1) A standard bar; or

(2) Premises in which live entertainment or recorded music is provided. Facilities for dancing by the patrons may be permitted as provided by commission rules.

Alos, All ager parties that serve illegal alcohol get busted because police get complaints of teens passed out outside or making planny noise. So they drive by and have probabe cause to go in and bustem. But those are rave/nightclubs and the private clubs are prolly more careful.

All licensees are required to admit liquor commission inspectors at any time as a condition of their license. So if a private club needs a Class 6 license to operate, then they have to admit liquor commission inspectors on demand. No loophole, sorry.

And about why private bars would take such a risk? Just think why people would take a risk at opening a gambling house. Until something happens theres no way we can tell for sure, but it does make a lot of sense they are avoiding LE.

Asked one of the instructors at LC that question. Answer is LC has right to inspect. If you deny the inspector entrance, the LC can pull your license. Simple. License agreement gives consent to inspect at any time of operation. They also make sure you pay all state liquor taxes, look at your accounting, etc. TX.

Distributors don't deliver or sell to establishments without license. LC inspects all distributors and sellers of liquor too. They try to keep tabs of where all the liquor on Oahu is going. Only if private club buys illegally or from retail can they ever get around LC. And like you said LE needs "probable cause" and a warrant to inspect. Private club in CC got raided only after noise complaints to police. Evidence of gambling, drugs, and prostitution were found.

For the few times I walked in, It wasn't a bad club. There is no way I could of gotten in without a member card. Legit business and private. You can find criminal evidence at your local K-bar or V-bar. I didn't see any gambling or prostitution. all the private rooms were locked and dark- no one inside!
