Most age of majority issues are based on societal norms, then put into effect by law. Note how the legal drinking age in many states long ago was 18 or 19, but is now 21 across the board. Again, based on societal norms or a necessary need for change, not simply voting such change for the hell of it.

It's about sex and politics, period. And you can throw a dash of that old time religion into the mix too. If these parlors were being operated by green cheese-eating Martians they would still be shut-down targets because they would be offering one thing and that one thing is sex. Asians face such obstacles because they run 95% of the parlors out there, if not more. Their race is irrelevant. The constant is what they offer which unfortunately is still viewed through Puritan colored spectacles whether we like it or not.

It has more to do with the 26th Amendment; when the voting age was lowered from 21 to 18, bringing voting in line with draft age (an issue among anti-war activists of the Vietnam era, namely, if you're old enough to die for the country, you should be old enough to have a say in its policies.) Education reforms and the adoption of the Prussian system of schooling (what we now call "grade school", or grades 1-12) also generate "18" as a kind of resultant number, since most kids incidentally finish grade school at 18.
Before the 20th century, there wasn't really even much of a concept of "adult" versus "child"; little kids could sign contracts, for example.
Age of consent adds another wrinkle because you wind up with this tricky anti-Venn region between "onset of consent" and "onset of adulthood" (16 versus 18 in Georgia). You DO NOT want to get caught playing in this region!
(And yes, some of the best fucking are these girls their first summer out of high school, when they can finally go wild, but you need to VERIFY that shit with absolute certainty!
