Terroristic threatening in Hawaii, depending on the specific facts of the case, can be either first degree, which is a Class C felony, or second degree, which is a misdemeanor.

Assault in Hawaii, depending on the specific facts of the case, can be first degree, which is a Class B felony, second degree, which is a Class C felony, or third degree, which is a misdemeanor or petty misdemeanor.

So in some situations, an assault is a more serious offense than a terroristic threatening. A first-degree assault is a more serious offense than either a first-degree or second-degree terroristic threatening, and a second-degree assault is a more serious offense than a second-degree terroristic threatening.
