Guy 1 finished his smoke and walked up stairs into location after he saw 1 guy leave. Same with 2nd guy got off his phone after he saw leave and went up.
Not trying to be a ass but loitering, guys leaving trash and other stupid stuff is what gets locations put on blast because neighbors complain.
Just like what happend earlier in the year when local news channels and local paper did a article cause neignbors complianed.
