However, someone could've simply USED another person's email address to sign-up for the site.

And I'm not talking about from fires. An Atlanta fire station is in hot water because a couple of BP advertisers there had there ad photos taken at a fire station and in firefighter gear. Go to the Enquirer website and scroll down to the video section, it's a USA Today video about the story. Of course, no one knows nothin' about how this could have possibly happened (shocking, I know).
