Correct it is for new accounts, so be aware that once you start down that path of doing chargebacks for getting locked out and recreating new accounts you will fall into this situation. They don't only use it to verify accounts, they also use it to block accounts from people on their blacklist so you will be unable to use Seeking anymore after a certain point. I got put in the account jail from doing chargebacks when they didn't honor my subscription and now can't make any new account.
