In order to be arrested, they are probably going to need you to:

1) explicitly say you will exchange sex for money.

2) appear at the time and place you agreed to exchange sex for money.

With that said, I'm not an attorney, but those seem to be the common factors in those who are arrested.

You best bet is never to mention sex for money. Once you show up on the date / time and place arranged, you may be arrested. Depending on the weight of the evidence, you may or may not be prosecuted.
