In my limited experience you should have no issues between Harrahs and ballys. I have been approached multiple times in a matter of minutes of eachother around 5am infront of flamingo and on the pedestrian bridge from bills to ballys. Caution metro police has several people patrolling both in car and on foot and they know the players.

Just FYI if you are interested in going the CG route, which is one of the things that make Vegas unique.
