This area has been designated as "red zone" (high crime area) where cops can stop you without cause and get away with it. You are correct to point out that in practice the police can internally designate rules for their officers. OTOH this has no influence on the courts or probable cause. The result on balance is cops will be less inhibited about stops but still aware of probable cause issues. It doesn't hurt to obey all traffic laws and protect yourself as much as possible. OTOH this won't give you any immunity from stops.
