A minor annoyance, at worst, I think. Tijuana is still the best place to go for cheap food, cheap Corona and cheap, really good legal pussy.
I doubt us staying away would matter much, anyway.

Things I noticed that don't add up.
1: Different countries don't work together to catch criminals from a another country. And this for several reason, one of them being that different countries have different laws. And too many countries are not allies.
2: Different countries don't use other countries govt documents (Passports, etc) which is why you have to get the Govt I'd of the land when you go / move there. Also a Passport is simply to get you back in the USA. A USA passport has no benefit to a Mexican govt.
3: The article says "as of this Wednesday", but it don't give a date when the article was written no where on the page nor article.
4: American media have a way of making countries and people who they don't want the American public to like, look like villians in the media. And they been doing this to Mexico for a long time, trying to keep Mexicans out, and trying to scare "Americans" from going there.
5: The Police chief owns Adelitas
6: Much of the revenue of TJ comes from US Citizens, and many people, businesses, clubs/bars cater to US citizens. Mexico is not about to f*** up their revenueinto the country/city. Hell many even learn English so they can communicate with us when we go
7: People go on this board all the time, and they have not reported any eye witness accounts of this. It is only an article that not even dated
8: Drugs and prostitution is okay and legal, but a person crossing the border all of a sudden needs papers???? What about the drug cartels there. The city is built and ran off "bad money". So why would they want to keep tourist out, who are coming to spend $$ there, and lots of it.
I have not been to Mexico since 2009, so I wonder how things changed. But I know falsehood when I see it also and that article don't add up to me.
Question can you still get over with a DL / I'd at the border. Or is it better to get a passport.

Or the line at the border to get back in the USA was too long so the guards just let everybody in without checking them and we know this is not happening at all. It don't add up. You made Some good points though, but the articles has a lot of holes in it and makes no sense.
Maybe I'm wrong. Again different countries have different rules/laws and ways of doing things.
