Most likely a bait and switch thing. You call any agency in Las Vegas and they just send the girl that's closest to you, regardless of the photo or description. They will also upsell and see how much more of your money they can take without doing what you want them to.
You're better off finding a girl in the casinos or outside around the bridges and crosswalks, especially near MGM Grand, NYNY, and Excalibur. That way you can be sure of who you're getting and how much it will cost. Try hanging out at the circular bar downstairs in NYNY. Just stand there and look like you're available, it won't take long. Later at night (midnight) and later in the week (Thur,Fri,Sat) is best.
