There are multiple reasons why a provider might not want to pick up the phone when you first try to contact them. Just to give a few reasons. Dudes in the past have used it to get off from phone calls. They have a day job or in a relationship. They are asleep. Or they are with another client.
Look at it in reverse if you got a call from a random number right now. Would you pick up the phone? If answer is no you shouldn't expect that from providers to do the same.
They reply with text and they seems to know what I'm calling about before I even say. That is different from the past. It's like the have a text only number for escorting. It seems like most of these girls prefer texting over talking, which gives male scammers an advantage.
So if the provider is the type to look. You going to give off the vibe that you aren't at the location? They would block you thinking you are playing games if they the type to look at an address to see if anyone is there.
In the past me and the provider would see each other at the same time after I call at the location. However, because I wasn't able to hear the provider's voice I wanted the person to reply about not seeing me or something. The person never replied while I was a block away. I was standing using my phone a block away, then this one dude came out of nowhere and walked very close in front of me while giving me an uncomfortable stare. He then walked about 30 feet away from where I was standing, stopped to look at his phone and then stared at me again. That when I decided it was time for me to go. The area was very quiet and I don't recall anyone else being on the block except for me and him. With all the open space I didn't understand why he passed so close in front of me.
