For all of the do gooders in RI here is an interesting report, albeit from the UK, it speaks to some of the reality around trafficking. It seems that so much of the issue is made up and that the energy and resources around enforcement in RI is a total waste of the good tax payers money, not that there is much to go around, but maybe solid police enforcement of real criminality might be a much better use of that tax payer money.

In RI the catholic church and new england puritan attitudes about sex has influenced people's attitudes about sex. The sex-industry opponents are smart they take an issue which everyone objects to (trafficking / human slavery) and paint all sex-work with that brush so when people think about prostitution they will think about trafficking- even though streetwalkers and clubs aren't involved in trafficking.
The flaw in their logic (if they cared about logic) is that there are already strong laws against trafficking which could be enforced if that was really what they care about. Instead they try to pass other laws restricting sex-workers and claim it will reduce trafficking.
You know what would stop trafficking 1000%? Make sex work legal. If something is legal the criminal activities related to it all but dissapear. When you make selling pot legal, crimes related to selling pot (smuggling, violence between groups / dealers) go away. Samne for sex-work.
If trafficking is such a big problem in the sex trade in New England, how come there has NEVER been a single arrest of any strip club dancers / owners or spa owners or streetwalkers in RI on trafficking charges?

[/QUOTE]The only thing that I think you missed, is that all of the "enforcement" is driven by mostly federal money. Once LE and politicians can get their hands on a new source of money, the redefining of "trafficking" down to mere consentual sex for money is easy. Sure churches have some say, but don't dismiss the liberal women's lobby wanting to make every woman a victim of a man (john, pimp, whatever) .
