Google Image seems to find more possible matches than Tineye, and say 1 time in 10 tineye may find a match that Google missed. But, more times than not Google will display matches when Tineye shows no matches. You can also give Yahoo Image Search a try, but I find that if Google or Tineye do not show anything then the others will not find anything as well.

BadBoy is correct. TinEye and GIS use completely different algorithms.
In general, unless the person is doing more than downloading and uploading, GIS will typically be your best bet.
