The new District Attorney for America's sixth-largest city, Philadelphia, has new policies regarding prostitution and pakalolo.
If an alleged prostitute has fewer than three prior prostitution convictions, she won't even be charged with prostitution by the Philadelphia District Attorney. Likewise, if a prostitution case is pending against an alleged prostitute who has fewer than three prior prostitution convictions, the case will be withdrawn by the prosecutor's office. If an alleged prostitute has three or more prior prostitution convictions, she will be charged but immediately referred to a special court that attempts to eliminate or minimize incarceration in favor of a program providing counseling and social services.
The Philadelphia District Attorney also will not be prosecuting people for possession of marijuana, and will not be prosecuting drug paraphernalia offenses "where the drug involved is marijuana".
Although of course complete decriminalization of prostitution between consenting adults would be preferable, in my opinion this intelligent exercise of prosecutorial discretion is a very good start.
We should have a progressive prosecutor like this in Honolulu!

On the positive side, the AMPs (AKA whoor houses) are pretty great here compared to Vegas and San Diego where I visited recently. I have a feeling Kaneshiro hasn't ceased his witch hunt against them yet though.

Many have outside things to take care of and freely come and go. Some places on some days will shut down around sunrise give or take a couple of hours or so, especially if they (mama and the girls) had a heavy night.
Many live outside the AMP and only report for work. Some of those only start in the early evening such as 7 pm. At the hours you want to go, many girls who work in AMPs that do not provide housing may have left for home or are about to, except perhaps on Friday and Saturday nights.
In AMPs that house the girls, they may be asleep or worn out; then it is up to the girl if she still wants to work. Like Blake said, it is better to call. Late at night, many places are full house with no girls available. It also helps if she knows and likes you.
Girls work potentially harsh schedules and as they will tell you, one never knows when it will be busy or slow. Basically it is case by case; networking with the girl helps, so that you guys can arrange something for future sessions. This would be the best way to determine the "Best time to go to an AMP" for that particular girl, for the particular AMP she is working in at the time.

If it's a non-primetime night maybe they'll be washing off their make-up, having a bite to eat or having a little drink at that time. They may be fatigued and their pussies may be sore but at least they won't be zombied out like if they were woken up from a REM sleep. (Though the mama will try to dump the girl who never had as many customers on you since the popular girls already made a lot of cake for the night and just want to chill / relax then.).
I feel like trends in AMPs are changing from 2010. Back then their were more young girls and different girls were in and out all the time. Now the same girls stay for years it seems. Yup, and AMPs here can't increase price and still compete so they compensate by cutting time (people get mad though, like how Tokyo Spa gets backlash for that shit.). I like the AMPs that still give me 50 minutes (the girls need 5-10 minutes to prepare for the next trik's appt). I'm not a stickler for it but it's professional courtesy. I'll still go to Tokyo Spa if there's some hotness there though. My dick doesn't give a fuck about that petty shit; he's a practical mufucka.

Maybe the reason why there's no rotation of younger girls is because they know they can make more going to straight to LA, SFO, Chicago or NYC, and they know they'll have to do less work. You guys are pretty adamant about holding your line at how much you'll pay for the tip and what you expect from it (GFE / PSE), but that rate hasn't gone up, as best I can tell, since the '90's.
Great for you, but there's not much incentive for some new girl with better options.
