AFAIK one constant in the universe is that you can't use elevators in case of a fire. I would think if the alarm sounds, at some point Security will force the elevators to the lobby and everyone will need to take the stairs down whether or not there were sprinklers.
Perhaps as a contingency, Hiran in 203 should become a FS AMP.
