However, I know of at least two that do not, It's A Breeze Tan & Massage and Massage Nevaeh. There are probably more. I think legit businesses use Craigslist because it's convenient, more economical, and has a fairly wide following.

Places operating under a salon license cannot technically claim to be doing anything more than relaxation body rubs. The BP "massage" section is actually "therapeutic massage" and for salons / spas to advertise as such will cause them license problems. So, if they are going to advertise on BP, are legit and are on a salon / spa license, they are technically limited on the section where the ad runs (I don't know how vigorously the rules are enforced).
