Did a little sleuthing and it looks like it was a legit place called Original Chinese Foot Reflexology. I noticed an ad on BP New Haven that seemed familiar, and yes it is one of the Latina studio places. It looks like they have changed towns to New Haven. I have no personal knowledge as these places exceed my cost / reward tolerance. I think that this place used to be in an office near Hayestown Ave. Maybe someone who has visited can add some details.
