I think the monger that took your spot is more responsible for the situation you experienced. Let me explain my thoughts:
I have seen some advice written for newbies here:
1: if they AMP asks if you have been here before- say yes (even if you have not).
2: if they ask if you called. Say yes.
Scenario:
Monger 1 calls to make an appt at 11 am.
Monger 2 walks in at 10:55 am.
AMP asks, did you call? Monger 2 says "yes" even though he realizes if he was asked that question, then he is likely taking someone's else's appointment.
AMP does not know who really called ahead (thankfully, I would hate for them to track names and phone numbers) and monger number 2 takes monger number 1's spot.
I think it's just an unfortunate dynamic created by most guys not wanting to call ahead (in case info is captured) and then knowing taking someone else's spot by saying "ya, I called ahead" rather then being turned away and having to come back or go to another place.
Should be legal. Would solve all issues.

There is a lot more to gain (safety) through allowing some crime to exist in an area you control than to push it out into the fringes to surround you. What is Heaven when everywhere else is Hell? All them up in there know this and it trickles down to weaker minded bureaucrats through memorandums.
