How does one lose money by being sent to a "ghost address"?

Noticed that all the usual level 4-5 creeps and scumbags that have infested the blogs and groups on HX 24/7 forever, all seem to be gone. And gone for some time.

That just has to be significant. Of what though?

I don't think I'll ever come across a girl that treated me like the woman in the land of smiles. The things you could do and they were all for it.
