About my only quibble would be with Ampdude's recommendations for length of time - in my 13 years of going to AMPs, my experience is that you are always better to go for the 45-minute or 1-hour choice rather than the 30-minute choice. You usually get more services provided (some AMPs won't give you a table shower if you are only there for 30 minutes) and the session is more relaxed and less rushed - both the massage and the extras will be better. And since the price structure at almost every AMP is $40 for 30 minutes, $50 for 45 minutes and $60 for 1 hour, I feel it is worth the extra $10 or $20 for the extra time.
Yes, Downtown has gotten several good reviews, also CPHC. $60 entry fee for the hour plus $100 tip ($120 for exceptional servce). FS and CBJ, definitely, but no BBBJ - unless you're extremely lucky or you're a repeat customer who has built a good rapport with the girl.

I would have waited until the $60 was paid and the shower was over before telling her I wanted full service. It sounds like you came on a little strong at first. I wasn't there, but did you try to establish a little rapport with her first? You know, smiling, hugging, that stuff ladies like?
Usually what I do is, after the table shower, I put the $100 on the table. She notices it and proceeds at her own pace. Maybe massages real well first. When she's done with her preliminaries, she'll usually say, "What else do you want?"
That's when you tell her and she tells you how much she wants. Sometimes a little negotiation is needed. If you read these boards and others, you know what is the right price to offer.
Sometimes you do everything that has worked for you in the past and it still doesn't work out. Just chalk it up to bad chemistry, karma, whatever, and live to spurt again.

This may sound silly, but how do you AVOID FS at an AMP? I wanted to try one out, so I went down to Downtown Spa. I was let in, paid the $60, disrobed, and a pretty young Korean woman showed up. OK, fine. Had the table shower (GREAT!) and the massage (not as great, but still good). Then, before you know it, she's taking all her clothes off and goes down on me. Then she hops on top of me and rides me for a while. Finally, she gets off and gestures that I should get behind her to finish off. When all was said and done, I ended up giving her a massage. And then she wanted $100.
I should point out that I'm not really complaining, here. I had a good time. But it wasn't really what I was expecting. And it sort of took me by surprise. Let me say this...YOU TOTALLY FUCKED IT ALL UP! Noone has ever not gotten what they wanted at CPHC or any DC AMP for that matter. So, there are several possibilites:
A) They smelled the strong distinct odor of bacon, in which case Fuck you very much asshole!
B) You were dressed poorly, strangely or had a hygiene problem or in some other way conveyed weird vibes to them
C) You are black. As much as I do not condone it, there are some AMP's in which black guys are not received well. I have seen evidence of this in other posts here in the past. I also very seldomly see black guys at AMP's the few times I have glimpsed other patrons. Cannot say for sure one way or another that this was possibly the case here. Sorry if it was. Not my fault you dudes got big dicks that the girls are afraid of!
D) You totally flunked the "How NOT to do it in an AMP" course.
You uttered the death words "Full Service" a prime no-no
You tried to pay 180 up front, a prime no-no ( The price at all these places is 60 to mamasan for the hour shower and massage and you never discuss other things with her because you're only there for a massage and what goes on behind the closed doors is none of her business. (wink)) The "tip" for the girl is 100 and is simply placed in plain view on the table for her. Never is it mentioned, discussed, or handed directly to her. ( There are some places that this procedure may deviate slightly, but that's how it works in the better places.
The bottom line is, as Huge said, you came on way too fuckin' strong from the first minute. When you arrived and the door opened, you simply walk in, do not wait to be invited in. You committed several rookie cardinal sins and pressed way too hard.
