I wonder where LEO spends most of their time / financing on enforcement in relation to this hobby? Obviously sites like BP and SW girls are "low hanging fruit" they can almost guarantee a bust of some sort. Or they can flip it around and use those methods to sting clients as they often do. And then you have the actual website owners of advertisers and verification services, which is a big deal to get government agencies involved on a long term project like that. I would imagine the agencies that contract with 10-20 providers would be a nice bust for an ambitious LEO operation, but perhaps the resources to pull that off would be prohibitive.
