The hard part is establishing a competitive business model without getting the partners exposed. The key is having a manager like Ivy who knows how to run it. She is able to get productivity out of her girls as she generates the demand for her services with a superior model.

You are competing against owners who have gone to jail for breaking the law or who have left their home state because they were on the verge of getting busted. If there is a business that gets these girls H-2 be Visas, then you may have something. That would be a highly lucrative business. A girl from China can make in 1-2 weeks a whole years worth of income. There is a strong incentive for them to come here. Getting them work permits would be very difficult.

They simply don't know anyone here in Hawaii and Ivy keeps them busy so they don't feel a need to look elsewhere. This gives Ivy power to make them comply with her service levels and number of calls per day. Given the economic incentive of the girls to come here to work, Ivy should be able to get a cut of the girls tips for living expenses and such.
