This was America's way of taking care of it's own and yet appeasing the local tensions that existed at the time (they weren't extended the warm aloha, we've come to know, matter of fact they were looked on by the general population as being the bullys who extorted the isles into ownership) so military offials could not risk the fact that they were in charge of running brothels in chinatown along with the everyday disorder the grunts had created, so they called local L. E. , who were also not on good terms with the military, which signaled a changed from decption and deceipt to one of a more working together to a similar goal. Till today we still see the m. P. 's influence or mindset of "ok, we see a strong desire, even need for these places to exist, we'll not discourge this but instead place a ring in which you can exist, that ring does not only include the physical place but may include advertising ect., that an AMP must adhere to. I can't say it is the main reason, because L. E. Is not involved in AMP's, but perhaps people who were involved in L. E. , still are involved in sex for sale. If it was a main reason why, that would not be the first time that has happened here.
