County details New Massage Relations. MT's and Clients
Polo's location is a prime example, they had a stable full of young and some older Broodmares and the neighbors undoubtedly got pissed and complained about the stream of guys cuming in for riding lessons.
To further the discussion: Lee Flower and I think Cloud busts caused Chesterfield County administrators to revise county "Massage Clinic" ordinances which passed end of September 2023. So, I suspect the complains caused uncle and his cousins pay Polo a visit to make sure all the proper permits, paperwork and licenses are in order. Below is a "Massage Clinic" ordinance link for your reading enjoyment:

Question about LEO visit.
I'm curious about what actually happens when a place like Polo gets a visit from uncle.
Does anyone have first hand experience?
I'm wondering if they actually come in the rooms to see what's going on and what are the repercussions for patrons or is it usually a return visit after they've gone in undercover and experienced the service.
Repercussions and Mountain
I was in a AMP about 5 years ago out in San Diego that was raided. Here is my experience.
LEO visits are primarily the result of compliants from neighboring businesses or individuals. In this case, the Chinese restaurant next door had filed a complaint. LEO was primarily interested in proper licensing and human trafficking violations. They will check for proper business licenses, health permits and individual MT licenses for the ladies. They will talk to the MT's and ask routine questions about their experience and background. This assumes of course they speak english. They will ask the owner / manager questions about the business, what services are offered and at what cost.
The owner of the shop will receive summons (tickets) for not having the proper licenses / permits and any unlicensed MT will receive a summons. They will have a court date assigned and will have to appear; very similar to receiving a traffic violation in your car..
I do not have firsthand experience; I would say LEO AMP visits are what Foss911 described and how LEO may handle the visits may differ from locality to locality. But the logical evolution if it's determined that during the LEO visit illicit actives took place by what ever means they discovered; the repercussions for the patrons who where at the MP during the LEO visit may be charged with Frequent a Bawdy Place and or Solicitation, in Virginia a Class 1 Misdemeanor.
A quick review: I was in the Mountainous area very recently a decided to call ahead to see if they had any guides available to help me hump my way up the mountain. Told not busy; got there; I'm really not very picky and have somewhat lower than average standards to a cutoff point; earlier crypt keeper review was correct, I had to leave.
