The phone links to a number of ads that link to pay to date sites, so in my opinion it is a scam ad. To answer your main question, they do outcall so they do not have to spend money on a room, you do.

But I think they are being rewarded by mongers saying, I'm ready and it looks good enough. With mixed results. Most of the bad reports are not service related, but rather too many visitors and difficulty in contact / keeping appointments. I readily admit she sometimes has issues with that.
