SB Tribune Report. Tighter Rules Soon?
SOUTH BEND. The county Health Department has introduced a measure to amend the county code to prevent individuals from obtaining massage permits in the county for the sole purpose of engaging in prostitution.
The measure, which must pass the County Council to become law, would require that massage therapists in the county be certified by the State Board of Massage Therapy, which, in turn, would require that, among other things, they:
Submit to a criminal background check;
Topics.
Personal Service.
Health and Safety at School.
Massage Therapy.

Complete an examination conducted by one of four approved professional organizations; and.
Provide proof that they have completed at least 500 hours of training conducted by a recognized massage school or program.
The measure, which has been granted a favorable recommendation by the Human Services / Criminal Justice Committee of the County Council, is in response to recent reports of prostitution taking place at some massage establishments in the area.
Multiple law enforcement agencies raided City Massage and Spa on Indiana 933, just north of South Bend, in April and arrested a 34-year-old Chicago woman on suspicion of misdemeanor prostitution.
The Health Department later closed the business.
The raid represented the culmination of a monthslong investigation by local, state, and federal law enforcement agencies into reports of illicit activity taking place at some area massage establishments.
But it also exposed holes in the county's current massage therapy ordinance, according to Dr. Thomas Felger, the county's health officer.
"What we learned was that the (current) ordinance required certification, but it did not get specific enough about certification from who, and there are some online kind of diploma mills, if you will, and the key revision is the certification section and what schools are acceptable, and that's the meat of the whole process," Felger said.
Under the county's current massage ordinance, an individual who wishes to obtain a massage therapy permit must, among other things, provide proof that they have completed at least 500 hours of training at a legitimate school or program. In other words, that they are certified.
Too much to handle.
But determining whether a particular school is a legitimate institution or a simply a diploma mill can be difficult, Marc Nelson, the county's environmental health officer, said. There are more than 1, 500 massage schools in the USA alone, Nelson said, and no single organization or agency is in charge of overseeing them all.
Massage parlor measure passed
Coming back to this post, it looks as if the code change has passed:
