Yes, when I have seen raids, INS was present. Some girls I meet aren't there long enough for me to post; I sometimes (but not always) wait a little bit so I don't cause Brothers to go on over for nothing, except for the rare case that I get play or there was something outstanding about her.
Sometimes one can kind of tell when the girl is only working there to offset her travel expenses or is just 'testing the waters'.

You will need to either go up to the girl or ask the bartender or mama or waiter if you want a girl to come visit with you. Even at hustler bars like evergreen the k girls may not come up to you, but then the old ladies might try to bring a girl to you (they may get a cut from the girl for bring the girl over).
The non asian girls. Chinese, viet, etc. Working at the kb's are probably more agressive than the korean girls, many of these girls will come up to you without you going up to them.
Be aware though, many of the hustler girls or ROB's are the ones that will come up to you, best to sit at the bar and watch the action to see which girls are the hustlers and fast drinkers. If you see a girl coming up for drinks regularly you may want to avoid them as they will be expensive.

I think J might be the night bartendress during the week. I've seen a bartendress there and was shocked by her height when she came near. She partners with a full on MILF bartendress that used to work at Cheers Station a couple years ago. Oppa in my case means dirty old man. It all depends on the tone and the way it is spoken. A sweet voice means they respect you and want a drink. A gruff voice mean they want a drink NOW.
