If you go on a PC browser (not sure about where or if this is in the GV app) to "settings" then "calls" the first item is call screening. Turn this off and that announcement goes away and the call rings directly. There are other ways to tell if a # is GV. Specifically some skip tracing websites ([URL]http://www.whitepages.com/reverse_phone[/URL]) and tools will tell you what carrier a # is associated with. [URL]Bandwidth.com[/URL] is the carrier for google voice. Just researched this one the other day. You also need to have the voicemail greeting be yours and not the system standard as that one announces that, "the google voice subscriber cannot be reached...."
