I understand wanting to limit your verification but most of these agencies once you're verified with one you can use the other agency for verification.

Even with ROKM who has a frequent flyer program it's not enough for me to choose them exclusively.

This was one reason. If no more discount, no reason for me to stay loyal. I can try others and see if there is a better fit. Also, some lineups don't overlap.

So try to diversify your bookers as much as it makes sense for your hobbying circumstance. That said, recent data points that I've seen and heard point to a more adversarial climate among bookers. It's no longer as friendly as before and providing references is less common. You will need to wade your way through the weeds to find out who is willing to vouch for you. I haven't needed to screen for a minute so I don't have personal experience about what's it like so recently keep that in mind.
