I think tattoos takes away from a woman natural beauty. A few years ago I use to see an escort who was beauty pageant material but she inked up her body including her face. If it's just a bunch of flash, that doesn't go together into a cohesive whole, it's less appealing, but a really nice body and a fun attitude will go a long way to make up for bad ink.
