They have been there all along. Back then they weren't as dressed up as some of the more obvious ones of today, but they were there. Low key and ready to rumble. One stroll that has vanished over the past two decades is LVBLVD from Sahara to Fremont. Economic development killed that one.

For older one, I find it to kind of be reversed. For every one burn out who want to rush & leave, there are two who have been around long enough to think "hey, I'm old, need to get paid, the only way is to get this job done. " Those are the one's I hope for. Not much to look at, but know their there to do a job & get it done w / no complaint.

The law is extremely broad. Basically, they can arrest you just for speaking to one or having one in your car if they want to.

"Public place" means:
(1) Any place to which the public is invited, including any private property into or upon which the public is admitted by easement or license;.
(2) Any street, sidewalk, bridge, overpass, alley or alleyway, plaza, park, driveway, parking lot or transportation facility;.
(3) The alcoves, doorways and entrance ways to any such places; or.
(4) A motor vehicle in or on any such place.
10.36. 020 - Acts of prostitution or pandering.
(A) It is unlawful for anyone, other than a Peace Officer acting within the scope of his or her employment, to:
(1) Commit, engage in, institute, solicit, offer or agree to commit an act of prostitution;.
(2) Attempt to commit, engage in, or institute an act of prostitution; or.
(3) Intentionally facilitate, allow, permit, encourage, procure, negotiate or provide a fee for an act of prostitution.
(B) It is unlawful for anyone, other than a Peace Officer acting within the scope of his or her employment, to:
(1) Secure or offer to secure another person for the purpose of committing a violation of Subsection (A) of this Section;.
(2) Knowingly transport, offer to transport, or seek transport for a person into or within the City for the purpose of committing a violation of Subsection (A) of this Section, or to procure or pay for transportation for that purpose;.
(3) Knowingly receive, offer or agree to receive another into any motor vehicle, place or building for the purpose of committing a violation of Subsection (A) of this Section;.
(4) Direct another to any motor vehicle or place for the purpose of committing a violation of Subsection (A) of this Section;.
(5) Attempt to detect the presence or identity of a Police Officer, Peace Officer, or other law enforcement officer for the purpose of attempting to avoid or escape criminal liability for violating, or attempting to violate this Chapter, by:
(a) Exposing or touching or seeking to expose or touch an intimate body part of another or one's self, or asking, soliciting, encouraging or attempting to procure another to do the same; or.
(b) Inquiring, in any manner, as to whether another person is a Peace Officer, Police Officer, or other law enforcement officer;.
(6) Possess or acquire a prescription or non-prescription controlled substance for the purposes of facilitating a violation of this Chapter or a benefit therefrom, including acquiring or possessing such substance to:
(a) Complete a barter, trade or exchange;.
(b) Enhance sexual performance or sexual gratification; or.
(c) Incapacitate another so as to steal a thing of value from such other person; or.
(7) Knowingly, in any other way, aid, abet or participate in an act of prostitution or pandering.
(C) It is not a defense to a charge of offering or agreeing to an act of prostitution that there was an absence of an intent to institute, commit, engage in, procure, facilitate or carry through with an act of prostitution.
10.36. 030 - Loitering for prostitution.
It is unlawful for anyone, other than a Peace Officer acting within the scope of his or her employment, to:
(A) Remain or wander about in a public place and repeatedly beckon to, or repeatedly stop, or repeatedly attempt to stop, or repeatedly attempt to engage passers-by in conversation, or repeatedly stop or attempt to stop motor vehicles, or repeatedly interfere with the free passage of other persons, for the purpose of committing a violation of Section 10.36. 020; or.
(B) Remain or wander about in or upon private property after having been warned against trespassing on such property and repeatedly beckon to, or repeatedly stop, or repeatedly attempt to stop, or repeatedly attempt to engage passers-by in conversation, or repeatedly stop or attempt to stop motor vehicles, or repeatedly interfere with the free passage of other persons, for the purpose of committing a violation of Section 10.36. 020.

So it used to be fairly consistent with the ladies on trop around Orleans and down to Dean Martin late at night between like 10 PM and 4 AM. Lately I'm seeing nothing. Maybe a stray girl here or there but it's almost like they moved on to another area or disappeared. Anyone know what's up? I know it's kind of a cycle but it doesn't seem like an LE presence that's doing it.
New to Vegas but read the forum a bit then headed down to see what I'd find around The Orleans. Got a massage at the AMP behind McMullins. . 50 to start and wanted. 60 for HJ. Came down to. 50 but I said no. Cruised Trop and saw 1 WSW that was a bit too chunky for my liking and fake blonde and pink hair. Later saw her get a ride. At around 330 pm just east of The Orleans I saw a nice BSW who had to keep pulling her stretchy skirt down over her ass. Very nice but never caught her eye. Then another BSW who was thin but a big chest short white jean shorts and a black belly shirt. I looped around and she gave me a big smile but there was nowhere to park for a ways and I never saw her again. Just disappeared. I hope to be back in a day or so to see if I can meet either 1 of those 2 BSW's. If anyone has info a visitor should know on either I'd be interested. To be continued. C.
Under this code the cops do not have a legal basis to arrest you unless you or the girl admit anything else. CA and other states have a bogus loitering law that gives them a very wide latitude to arrest you for loitering. The key when stopping for a girl is simply to offer her a ride. There is actually case law that allows you to offer a girl a girl a ride regardless if she is a working girl or not. If you are arrested for loitering ask for a trial and there is a good chance the city attorney will drop the case.

(2) Knowingly transport, offer to transport, or seek transport for a person into or within the City for the purpose of committing a violation of Subsection (A) of this Section, or to procure or pay for transportation for that purpose;.
(3) Knowingly receive, offer or agree to receive another into any motor vehicle, place or building for the purpose of committing a violation of Subsection (A) of this Section;.
(4) Direct another to any motor vehicle or place for the purpose of committing a violation of Subsection (A) of this Section;.
(5) Attempt to detect the presence or identity of a Police Officer, Peace Officer, or other law enforcement officer for the purpose of attempting to avoid or escape criminal liability for violating, or attempting to violate this Chapter, by:
(a) Exposing or touching or seeking to expose or touch an intimate body part of another or one's self, or asking, soliciting, encouraging or attempting to procure another to do the same; or.
(b) Inquiring, in any manner, as to whether another person is a Peace Officer, Police Officer, or other law enforcement officer;.
(6) Possess or acquire a prescription or non-prescription controlled substance for the purposes of facilitating a violation of this Chapter or a benefit therefrom, including acquiring or possessing such substance to:
(a) Complete a barter, trade or exchange;.
(b) Enhance sexual performance or sexual gratification; or.
(c) Incapacitate another so as to steal a thing of value from such other person; or.
(7) Knowingly, in any other way, aid, abet or participate in an act of prostitution or pandering.
(C) It is not a defense to a charge of offering or agreeing to an act of prostitution that there was an absence of an intent to institute, commit, engage in, procure, facilitate or carry through with an act of prostitution.
10.36. 030 - Loitering for prostitution.
It is unlawful for anyone, other than a Peace Officer acting within the scope of his or her employment, to:
(A) Remain or wander about in a public place and repeatedly beckon to, or repeatedly stop, or repeatedly attempt to stop, or repeatedly attempt to engage passers-by in conversation, or repeatedly stop or attempt to stop motor vehicles, or repeatedly interfere with the free passage of other persons, for the purpose of committing a violation of Section 10.36. 020; or.
(B) Remain or wander about in or upon private property after having been warned against trespassing on such property and repeatedly beckon to, or repeatedly stop, or repeatedly attempt to stop, or repeatedly attempt to engage passers-by in conversation, or repeatedly stop or attempt to stop motor vehicles, or repeatedly interfere with the free passage of other persons, for the purpose of committing a violation of Section 10.36. 020.[/QUOTE]

I usually see a few stragglers on trop, mostly BSW's. I tend to stay away from BSW's. Mostly not my type and I've had a few unsavory experiences.

And the code specifically says you can't use the defense "that there was an absence of an intent to institute, commit, engage in, procure, facilitate or carry through with an act of prostitution."
You can argue to a judge and jury that you just wanted to socialize with a known prostitution you picked up in a part of town known for prostitution. But they're not naive and they must get these cases all the time. A prosecutor could simply argue that any reasonable person would believe your intent for picking her up was to engage in prostitution, not to be kind and give a ride or make a new friend. Would you believe that story? I wouldn't.
I don't live in Vegas, I haven't been arrested for picking up a streetwalker and I'm not trying to dissuade anybody from taking their chances. I cruise the tracks myself when I'm in town. But after reading that ordinance, it's obvious they did their homework when they wrote it to make sure that you couldn't easily wiggle your way out with an excuse like you were just giving the girl a ride. If someone has beat a case that way, I'd love to hear the details.
I'm not a lawyer, and I don't live in Vegas, however I believe prostitution laws are written and enforced much like pornography laws. What's considered illegal pornography, in a small town, of our nation's "bible belt", will most likely, be viewed as a distasteful erotic film, by jurors in a big city. The cops will do whatever they "typically" do in a given city or community when it comes to prostitution. Doesn't really matter what the exact wording of the law is. That's why this forum is so great! When you're going to travel to an area that you're not familiar with, (like I'll be doing soon when I visit Vegas), it's a real good idea to do some research, and find out what the community standards are. Doesn't much matter what the local ordinances and laws are. Just my, non-lawyer, opinion. Monger on.
