It's been a while the county jail occupancy is this high, at 880 people. Usually MCJ keeps it less than 800.

You will still get booked in and charged, just not held. The same with the SW's.

Knowing it's going to be a catch-and-release, will they do a planed sweep / undercover operation now? Umm, no.

There is no ticket for solicitation LOL. They may or may not do a sting. When the last one is done is irrelevant. It depends on complaints, budget, availability. If an arrest is made from a sting they will do the same. Arrest, book, summons. The amount of prisoners in the jail has nothing to do with it.
