VoIP is much more traceable. You use cell phone to use VoIP (google / Skype) , the ip is traced back to your phone. When you're on 3G you're assigned a data IP. Cell providers Do trace that ip to you and the activity of that ip when using VoIP services.

With throw away, you can only be caught "in the act". Very unlikely unless you've been under investigation for awhile. You don't have to worry about year old call / data records coming back to haunt you. Unless you're a hacker that knows how to use proxies and use secure channels, stay away from VoIP.
