Seem Shannon, white Chyna, coming out of Asian China's place on the 1800 block of 4th St just before noon today.
Seen Two girls on Lanc Ave across from the Cemetery. First one was dressed nicer and thought it might be a civvy, but the belly shirt sure looked like advertising to me. The second one was about 10 yards behind her, white top, had that clinic look to her. Both unfamiliar faces. Then seen another girl at DD. Had to turn in there to get away from an idiot driver and she was up against the building. Gave me one heck of a look as I went by but she was standing there with a dude, so I kept going. Pretty girl, blondish hair, red top, belly exposed.
Did not see any presence of boys in blue.

Sure if Wilmington PD observes you engaged in a crime and starts a pursuit, they are able to continue that pursuit across the city boarder into the county. (Fresh Pursuit* But this is a narrow exception to the 4th Amendment. I assume there are protocols in place where WPD has to notify NCCPD of such a pursuit. However if one crosses the line and THEN violates a law and is observed by WPD, I wonder if they have jurisdiction to pursue you especially if there is no imminent danger. So you are driving down Lanc Ave with fully functional taillights and you turn into Colonial Height and 10 yards down the street, you left tail light burns out, WPD can't arrest you as the "violation" didn't occure in their jurisdiction. (not to say the WPD wouldn't do it anyway and claim it happened on Lanc Ave. Ooops! Knew I wasn't shopping or making any loops, so I was cool, just wanted to see the surroundings with all that has been reported. Dude did a pickup on Bancroft and was immediately stopped by 3 boys in brown right across from autozone. Picked up some food from the Dominican cafe and on my way back out see they were still there occupied and car was being searched. Hope it turned out better for you then it did for me. Different agency, so you may be good. This was however city territory and not one city officer in sight. I took pics of the officers cars, not the mongers because his business is his own. Per the recent post, it looks like NCCPD is at least helping out the WPD to clean things up on Lanc Ave. Generally Wilmington is in NCC and the State of DE, so both NCC & State boys can operate in the city. Due to a lack of resources they usually don't. Any indications that the State is involved too?

So I ran through Lanc Ave at lunch time today. Seen no LE. Seem a girl with grey (or patterned) shorts and a purple tank top headed up 2nd St and turning onto Bancroft. A bit later seen anothe girl just up from the church, had a silver Chevy on my tail with tinted windows, so I'm thinking jump out boys, was doing the 'follow too close' thing so I was wary. Anyway, didn't recognize the girl but she waved so she must know me. Got up to 711 and the Chevy went around me, it was just some gal with tinted windows and bad driving habits (assured clear distance). Anyway Seen the girl with the purple top standing next to the 711 door and again working on her flexibility. Doing toe touches.
Finally after a several passes, while waiting at the light at Union & Lanc seen LE turn on Lanc, they tucked them self in behind some parked cars across from the AutoZone. So either sitting and watching or headed for some tacos! One reason to do a few passes and see who is parked where, who is circulating in the area and where trouble might be around the corner, ALL before makin a scoop. But I'll say this, if you stop on Lanc to make a scoop, make a you-turn to go after one, honk at her or shout out the window, doing that these days, you need your head examined.

As I am stopped in traffic watching her, some dude in the parking lot pulls up to her and she was swaying around oblivious to him. Apparently he got a good look at her and decide to pull away. Seen her later on at Broom & 3rd walking with a girl in a pink top.
Then I seen a girl in a print dress by the KS and 711, I think it was Ashley, the Ashley with the BF.
Might have seen one LE in the entire loop but mobile and on regular patrol, not camped out anywhere. Like other have said the "clean up the streets" efforts would not last and it looks like the attention has waned.
Oh and FWIW, seen Kristen asleep at the Bus stop at WG on MD Ave today. Just leaned over asleep no awareness of anyone or anything.

Took a trip down LA Monday morning. At KFC (Kinda Fn Caught), 2 marked brown suvs, 1 larger completely blacked-out suv AND a dark maroon completely non-descript Crown Victoria that could be mistaken for a civie vehicle in your rear view mirror. They had converged on another vehicle. All occupants were out getting acquainted with each other.
