Orlando's undercover drug and vice agents are dropping their disguises to boost the number of visible cops on the streets.

Starting Sunday, 13 officers on the two squads will don the department's blue uniforms and hit the pavement, according to officials who made the announcement this week.

Ten of those officers and one sergeant will be assigned soon to a new, second uniformed drug unit, doubling the department's current strength, said Capt. Larry Zwieg, new head of OPD's drug-enforcement division.

Under new Police Chief Val Dem- ings, "the focus is on the street dealers and the violence that is associated with them," Zwieg said. "The priority is to have more uniformed presence out in the neighborhoods."

A police analysis of the city's record-breaking 49 slayings in 2006 showed 70 percent of the deaths were drug-related, meaning drugs were involved, or either the suspect or victim had a significant drug history, Zwieg said. There was no information on last year's killings.

"Drug dealers deal in cash and drug dealers like to rip each other off and they battle about turf," he said. "There is a lot of violence in drug sales."

The reassignment comes almost a month after Demings took charge of the 1,000-person department and former Chief Mike McCoy left to become Orange County's public-safety director.

Last year, eight officers in the uniformed drug squad were responsible for 716 arrests, compared with 83 made by the plainclothes unit, according to department statistics.

Zwieg, a former patrol-division commander, said productivity was not the issue behind the reassignments, however.

"A uniformed unit is more effective," he said. "When there is more of a uniformed presence, it makes everyone feel safer."

Undercover vice and narcotics operations will not be halted, but will be scaled back, Zwieg said. Officers still will have the ability to work in plainclothes when needed, he said.

Long-term investigations aimed at large dealers will be left to the Metropolitan Bureau of Investigation, the multiagency task force that works vice and drug cases. Ten officers and one lieutenant from OPD are assigned to work with MBI's undercover team, Zwieg said.

"We'll get a bigger bang for our buck with the uniformed guys," he said.

Zwieg said he plans to concentrate his officers on areas of the city that receive the most drug complaints, along with the violence that often accompanies the illegal activity.

His first priority is the Parramore neighborhood, where a deliveryman was recently killed in broad daylight during a robbery attempt and officers made more than 700 arrests during Operation Delta, a program to decrease criminal activity in the neighborhood including drug sales and violent crime.

Demings, who led Operation Delta, has vowed to make crime reduction a top priority.

Another is she didn't put on any lights in the room due to the silhouette it cast on the blinds of her 2nd story apartment.
