Had a significant other that took her to Southwest US to live then left her. Family brought her home and she got off her demons for a bit.

Can someone help me out here. I am trying to get into a real sad / SB relationship but am really dumb about it. If I ask a potential SB what kind of allowance do you need and they say "well my car payment is $400 a month and my phone bill is $200 a month if I could get that I would be happy". Does that mean $600 a visit? Or does that mean $600 a month. I'm so confused and don't want to insult anyone or sound stupid by asking. That sounds a little steep for a one visit but not enough for multiple visits a month. Any insight would be great.
