Rule #1 for strip clubs is to never wear jeans if you plan to get a lap dance (or even just some stroking table side). The material is too thick thus reducing the sensation for you and too rough making them less desirable for even many of the dancers. You also want to wear something loose to allow for expansion and, unless you're wearing dad jeans, most jeans are much too tight.
Beyond that, what you choose to wear is largely a matter of personal choice. Golf shorts are fine as long as the material they're made of is usually much thinner than the denim used in jeans, while at the same time being "respectable" or not so obvious in their intended purpose (plus they usually use a lighter polyester zipper as opposed to the heavier metal one used in jeans), but I prefer to take it a few steps beyond that.
A bathing suit is certainly another option (as long as we're not talking speedo's) and they don't have any zipper at all, but they normally have a mesh liner inside that is attached at the waist, which produces some restriction of movement as well as an extra layer of "interference". For that reason, my #1 recommendation would be gym shorts. You'd still have that extra layer of interference from your underwear (unless you also go commando, which I don't recommend for reasons I'll explain in a bit). However unlike with bathing suits, that separate layer of underwear can always be reached in and discretely yanked down immediately before the dance if you so choose while leaving the gym shorts in place and everything appearing proper to the casual viewer.
Another advantage of loose fitting shorts over jeans is that they allow the possibility of a dancer slipping her hand up your pants leg while sitting by you at the table (which does occasionally happen). However, there are times where you may not want to wear shorts. For example when visiting clubs in the evening, particularly on cooler winter nights. On those occasions, I'd recommend cargo pants (the type made out of the light quick dry material not the heavier duty type). IMHO, all of you guys who have replied to the original poster about what you have been able to do in the 15 minute VIP rooms have been missing his point. If you're going to pay upwards of $100 or more (plus any tip) for $15 minutes in a private (or at least semi-private) VIP area, I would hope that the very least would be that you could unleash your load (from frottage if nothing else). What I think that poster was asking about is what can you get away with in the normally at least semi-public individual lap dance area.
Of course that varies to some degree from dancer to dancer, club to club and, as one of us pointed out from one part of the state or country to another. In the Tampa area we're blessed with the sheer number of clubs given our population, their relative affordability and the amount of action we can get for our money. I'd say being able to do what the OP was asking about is more the norm in this area than the exception.
There are a few caveats. Dancer selection is important. One won't be able to find reviews here on most dancers (though its great when you can) but there are other ways to pre-screen First, do NOT believe what any of them promise before the dance. #1, most of them will not get specific to a stranger (and possibly LEO) and #2 often those who promise the most are the most full of shit. Second, DO observe their behavior on stage and around the bar with other patrons. Do they practically come off the stage and push their pussues in the faces of guys at stageside during their dance, or even go so far to grind on their laps for tips or keep to the stage or pole. How wild is their dance? Do they stick to the pole and do mostly tease moves or do they get closer to the patrons and do full on spreads? How much do they take off relative to other girls in the club AND how quickly (e.g. fewer points for waiting until the last few seconds of the last song)? Do they keep their tip garter closer to their knee or their pussy and how much of a feel do they let guys take when they tip? I normally wait until the last song to tip and always go for the "high garter" (or panty strap if its still on) and try to "accidentally" brush the back of my hand against their bare pussy (or else slip my fingers a little inside the panties along with my bills) and then gauge their reaction.
One last word of advice on dancer selection, though naturally we'll want to go for the hottest looking dancer available, its not unusual for those dancers to be the least forthcoming, probably because they don't have to be to still make their money.
